TITLE: Public Health Training Program Coordinator

COMPANY OF ASSIGNMENT: Kentucky Department for Public Health (KDPH)

PURPOSE: This position is located within KDPH’s Division of Public Health Protection and Safety (PHPS), Public Health Workforce Readiness Branch. The Public Health Training Program Coordinator will collaborate with local, state and national organizations to develop, promote, schedule, conduct and/or evaluate public health-related education, training, and professional development initiatives for local health department (LHD) employees. This position will monitor monitoring contracts ensuring deliverables are met and documented and will compile data to evaluate program effectiveness. The Public Health Training Program Coordinator will develop, schedule and/or conduct meetings and conferences through coordination with public health professionals and other subject matter experts. May supervise student interns assigned to PHPS. Performs other duties as required.

SUPERVISORY RESPONSIBILITIES: May supervise student interns

PROBATIONARY PERIOD: This job has an initial and promotional probationary period of six (6) months.

PRINCIPAL RESPONSIBILITIES:
1. Responsible for specific duties assigned, e.g.

a. Collaborates with the Kentucky Department for Public Health (KDPH), Kentucky Health Departments Association (KHDA), Kentucky’s Local Health Departments (LHD), Kentucky Public Health Association (KPHA) and other local, state and national organizations to develop, promote, schedule, conduct and/or evaluate public health-related education, training, and professional development initiatives for LHD employees in accordance with local, state and federal requirements.

b. Serves as the liaison between the Division of Public Health Protection and Safety’s (PHPS) Public Health Workforce Readiness Branch (PHWRB) and KDPH’s divisions/programs for activities related to LHD employee training, education and professional development initiatives. Serves as a member of local, state and/or federal committees, subcommittees and workgroups, as assigned.

c. Monitors contracts ensuring deliverables and timelines are met and documented, as assigned. Reviews regulations and supports development of policies, procedures and informational materials to keep Kentucky’s LHD employees informed about public health-related education and training opportunities. Makes recommendations to support continuous quality improvement.

d. Maintains, updates and provides technical assistance for the online LHD Training Calendar in coordination with IT consultants from the Office of Application Technology Services (OATS) and training program leads from KHDA, LHDs and KDPH programs.

e. Oversees Program Foundational (PGF) 6000 activities that are focused on increasing workforce capacity and meeting public health transformation regulations for Kentucky’s LHDs. Coordinates with KHDA to document and share local public health success stories that support workforce development initiatives.

f. Develops promotional materials, educational materials, newsletters and/or brochures to promote LHD training programs that support recruitment and retention for Kentucky’s local public health workforce. Attends meetings to gather or distribute program information.

g. Develops, schedules and/or conducts meetings, trainings and/or conferences through coordination with public health professionals, academic personnel and other subject matter experts to support program goals and objectives. Develops agendas and drafts minutes to document discussion topics, meeting attendance, and action items.

h. Compiles, analyzes, evaluates and reports program data to help shape recruitment, training, education, certification and retention policies for LHDs. Utilizes federal and state IT systems to maintain files for reports, data, policies, procedures, budgets, contracts and meeting minutes. Submits required reports in final formats.

i. Completes training courses and professional development opportunities to improve job-related skills and abilities.

j. May supervise student interns assigned to the Division of Public Health Protection and Safety.

MINIMUM REQUIREMENTS:
QUALIFICATIONS:

Education: Graduate of a college or university with a bachelor's degree.

Experience, Training, or Skills: Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Special Knowledge and Skills: This position requires excellent oral and written communication skills, excellent technical report writing and public presentation skills, excellent interpersonal skills, and the ability to facilitate groups. Must be highly organized with ability to prioritize work, ability to collect, organize and evaluate information for reporting needs.

WORKING CONDITIONS: Work is typically in both an office and in a field setting. Travel is required. Workdays and hours vary and are based upon needs for services.

LIST OF EQUIPMENT NECESSARY TO PERFORM THE ESSENTIAL FUNCTIONS OF THE JOB: General Office Equipment – computer, calculator, fax machine, copier, telephone, printer, and access to the internet for online systems.

PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.
2. Possible physical management (lifting, balancing, maneuvering).

Additional Requirements:
• This position requires a clean drug screen prior to and randomly throughout employment.
• Must possess a valid driver’s license.
• Background checks conducted prior to hire and updated annually.
• Some local and out of state travel opportunities for training, conferences, workshops, etc.
• Position may require variations in hours to meet project deadlines to include overtime.
• Required to maintain a valid driver's license and required to drive a licensed vehicle.
